Is there a reasonable use for the foreign minister biased intellectual? Does a minister's skill that lowers a diplomatic action slightly raise its chance of succeeding, or does it just make it cheaper? Can any one tell me of a use for the great compromiser foreign minister as a country that can't recruit alliance members?

I'll try and answer better when I get home but at present:

Biased intellectual - Don't know about the chance of succeeding. I like the BI if I'm playing a country that has a 'non standard' alignment compared with it's other allies. Then I can share tech with them. The best examples might be Finland and Romania which can both be Liberal Conservative, but allied with the Axis and so tech sharing is cheaper.

As to Great Compromiser. I think he's useless unless you are the alliance leader and even then a lot of countries (under CORE anyway) will join my alliance eventually anyway.
