So I'm trying to invade the USA as Fascist Canada for the "It's 1812 All Over Again" achievement. I incite the Mexican Civil War and slog through 8 months of combat before winning for the Junta (not clean, but this was my 6th run through and I was getting tired). I do some industrial focuses, and let the Mexican Junta rearm as we become faction members. When I finally declare war on the USA in 1939, I tried to call the Mexican Junta to arms to distract some USA forces in the south. However, they will not accept my call to arms because they "have dangerous borders against the enemy," which gives a -100 reluctance to accept. Like, I carried you through your civil war, the least you could do is join my fight. They had enough troops to cover their own border, too. My forces are dying to the Allies up in New England, and they don't even offer lend lease.

Is there a way to get the Junta to actually help me in my war, or is allying with Mexico just a waste of time?

P.S. I ended up rushing down the undefended east coast to Washington D.C. with cavalry to get the achievement, but I still want to conquer the whole USA for future playthroughs.

To be fair, they probably couldn't send you lend-lease anyway. It can't go overland through hostile territory, and presumably neither of you had much of a navy to speak of, much less rivaling the very strong U.S. and U.K. Navies.

I couldn't care less about whether I got lend lease from Mexico or not. My whopping 7 MILs work fine for me. The main issue is that I need Mexico in the war so that the USA AI puts some of their troops on the southern border so I have less opposition up north.

I am certain you are as frustrated as thr Axis was when Spain did not help tjem out, despite helping them out.

It is quite rational of them to not want to go to war against the USA.

I'm pretty sure the USA AI will station troops south even if Mexico chooses to keep out. Even more so if one of them has a wargoal against the other. So they'll tie some troops down without being crushed. Probably it's the better option.

If Mexico has a military junta, in theory it should be able to go towards the focuses that give it a casus belli against the USA
The obvious problem is that their war goals are so far down the line that by this point the US is no longer weak and the window of oppurtunity to take them by suprise is over. I personally prefer joining the Axis, if it declare war on the US in 38 there's a good chance Germany and Italy may send units over before their war with the Allies has started but that is cheesing things a bit.

Axis are strong in the 38...if you have LaR try with diplomatic pressure, if the difference for enter is low (-10/-20) they can enter
