Use the 1.28 update as an excuse to add Tobago and Grenada and finalize the Lesser Antilles

Hi all,

In the most recent dev dairy, it was made clear the 1.28 "Spain" update will also affect the caribbean. It seemed only some of the greater antilles are getting an update. While the lesser Antilles are not suited for many more provinces, I would like to propose 3 changes. With these changes I think the Lesser Antilles would be pretty much finished.

1. Add the province of Tobago
2. Add the province of Grenada
3. Rename the province of Curacao to Aruba

Although a map might not be needed in this case, let me show you the where the provinces should be anyways:

Since the borders are quite obvious, most of the time to add these provinces will be writing the history files. I went ahead and already wrote them myself. This way @neondt only has to glance over them to include the provinces :D

Let me mention quickly why the islands should be included:
1. Tobago:
Most of the history of Tobago, especially during EU4, it has had no connection to the island of Trinidad. Therefore, it seems unnatural to keep it grouped with this island for the EU4 timeline. During this time, the island was contested between Dutch, English, French and even Curonian colonies. Surely, that sweet Curonian colonization will add some flavour to the game.

Bonus: some dynamic names:
Dutch: Nieuw Walcheren
German (including Kurland): Neu Kurland (replaces Trinidad)
For French, English and Spanish I think t should just be Tobago

2. Grenada
Currently, Grenada is the only contemporary independent american nation not represented in EU4. I am not really sure why this is. The island is already there, but for some reason it is part of St. Vincent. I would suggest simply making it a separate province.

3. Aruba
The current province of Curacao is actually on the island of Aruba, and not on Curacao. Rather than changing the map, I would suggest changing the name of the province. Gameplay-wise it does not really change anything, but it just makes the game a little bit nicer.
