If I want to target a vassal that has a faction against me, but is part of the council and on a job in a different county from the one they reside in, do I target their home county, or the county they're performing the job in, in order to discourage them from factions?

You target their capital IIRC, though my experience has been the vanilla version of this function isn't very useful TBH.

My spymasters spend 95% of their time stealing tech/ hanging out in Constantinople and sometimes scouting during large wars.

The more effective methods are either put them on the council or raise their opinion of you. The higher the opinion, the more likely they are to drop out. At 80 opinion I think they forced out of all factions.

I've found it to be fairly useful. I can generally get them to drop out of the faction relatively quickly with this, and the only negative point is a small -5 opinion modifier.

Yeah, most of my spymaster's time is spent doing that as well, probably 75% or so.

I used to play that way, but I've come around to using my spymaster to counter factions and now only use the spymaster to steal tech when there aren't any factions worth worrying about or when I have a spymaster I want to have the Byzantines get rid of for me. The key to using your spymaster against factions is that you have to keep track of the factions and target the dangerous ones early--if you wait until they get to 70% and you get the notification often it's too late. You need to target a faction when it's around 30%.

I like to let factions go a bit to see who joins and is disloyal. Since the faction power is based on troop levels targeting the leader isnt always the best. You should target who ever has the most troops.

What I would worry about is that he obviously doesnt like you. Since he is at court, his plot power rating is higher.

Some people will always be problems so arrest at the first opportunity
