Can this game be played directly over the Internet by having one person host and everyone else joining the game via the host's IP Address? Also, can the game be played using GameSpy.com as the host?

Don't know about Gamespy. But yes, the manual says you can host an Internet Game with your IP, as well as LAN.

Yes, I tested out a lan game against myself (a couple of turns) to see if it worked before inviting my friend over to play and there is no way to specify a host. It did work well on the same subnet.
