I don't have AOD, so I cannot answer for sure (as I cannot tell from the screenshot), but what is the dissent level? It's my understanding that if the dissent gets to high as the USA (or any democracy was it?) rebels will start popping up.
I'm playing with germany but I can see that in usa provinces there is a high level of dissent. However I think this is wrong (historicaly) and I don't know why usa have a so high dissent...
There's a few events that can raise dissent, just following historical events I had gotten to over 10.00% before, in addition to some other actions you can take (changing minsters), and certain other game options you might have turned on it can actually be pretty easy to get it high enough for rebellion.
