USA cannot join Allies

I cannot understand why, but when I try to Join Allies, it is red with a 0. Now it is October 1941.

All Allies are +200 with me. It was odd that in June 1941 Japan declared war, and the Allies Joined the war but did not invite me.

what to do?

I tried looking at the save file, but I cannot really see any reason why this is so.

Is your interventionism level high enough to join alliances? Or is USA allied to some other country already?

Intervention is at 10, Hawk is at 9.

I tried to start save game as UK and when try to invite USA it is a red 0 then as well. Seems really odd.

No alliance, only two puppets.

If you just want to get around this kind of bug, hit f12, then type "acceptall". Be sure to turn of acceptall by typing it again after you are finished or it will affect AI stuff for everybody.

I would need to see a save game file to tell what the problem is.
