Luckily, we fixed this in VIP. As it is now, three things have to happen to have Reconstruction:
1) Republicans win 1864 election
2) Lincoln dies
3) Civil War ends
In VIP, we changed the way Reconstruction occurs. Contrary to popular conceptions, Reconstruction started in late 1862/early 1863 and continued until 1876. The actual end of the war had little to do with it, other than the spread of Reconstruction policies to areas of the South previous unoccupied (most of Mississippi, Alabama, Georgia, the Carolinas). In VIP, the Emancipation Proclimation (1862) can trigger Reconstruction (by player choice). In addition, we are working on events that will end slavery by 1881 if there is no ACW--but at a major cost in money and population stability.
