I would not call the nation that start with the most factories and one of the largest populations as weak. They do get some nasty stuff but it is meant to shine in the late game.It seems to me USA is pretty weak in HOI4.
Well its not some small 20% that is missing.USA will build up their industry over several years, starting industry will not be the same as end game industry not to mention the effects of concentrated industry vs dispersed industry.
It also doesn't add the ones you get from ideas, which US has more of as well.I think that is a mistake on wiki though.
Im pretty sure you can build dockyards without any construction penalty no matter how civilian oriented your economy law is so it may be a good thing for nations such as USA to build in 1936. Im not sure if dockyards effects consumer goods either which again make them a good choice early.The naval dockyards also seem to be all over the place.
Mine is compiled from the list of states that was posted a while ago. But I didn't bother to update until game is out as it is bound to vary a bit.Are those wiki numbers correct? I found 132 civilians and 22 dockyards for USA in a forum search.

A civilian factory is about twice as expensive to build as a military factory and as they build the other factories they effect how quickly your industry will develop so if you count civilian factories as 2 factories USA get about a 100 factory lead over Germany at the start.
Resources is something that USA have a huge advantage in over the other nations.
