US trade with Germany and Italy

Hi- Playing DH Light, U.S., 4/41. How do I prevent making trade deals with Axis powers? Here I am, chugging along when suddenly(at different times) my screen shows "Concluded trade deal with Germany and/or Italy. US is giving them oil, etc. Thanks, Hugh Browne
