I'm trying to research down the naval doctrine tree as the US... and I've discovered:
That Omar Bradley is just as good as Ernest King for "Indirect Strike Doctrine" - they each have 2 of 5 specialties.
That Carl Spaatz is the better than both King and Nimitz (he has 2, they have none) for "Deep Operations Doctrine;" that Norfolk Naval Yard and Ford Motors are the best (skill 9, 2 specialites), and that California Oil is better than Newport News and New York Naval yard, who are no better than Spaatz, who is just as good as Raytheon.
Fortunately, Nimitz is great at Submarine doctrine and King at Carrier Doctrine.
I think what's missing is decentralized execution - both King and Nimitz have centralized, and 3 key techs in the US tech tree (indirect approach, indirect strike, hunter-killer group) require decentralized execution. The only 2 that need centralized execution are Fleet Train and Decisive Battle, and Norfolk is the best at the former, and King has all 5 of the latter.
I'd suggest switching King to decentralized execution. Not a game breaker, but I did find it wierd.
