I have been playing with USA and have not managed to get the historical event "US-Mexican Wars" in about 5 consecutive games. I must be doing something wrong... When I start, usually I go help out Texas agaisnt Mexico, they usually sign a status Quo peace treaty and then I offer Texas annexation into the Union as a state.
Then after that, I get no historical event for the mexico region except "US offers to buy New Mexico", which is a hypothetical event and is not historic (or so the little box seems to say). Anyhow, its really not even feasable to buy it since your small little country cant even come close to affording the 200k it costs at that point, and the interests will bury your entire budget(120 per turn). Plus you only get Arizona and New Mexico. I figured to get California and all those other states you have to figth them. Do I have to directly declare them war or is there soemthing I am not doing to make the event that you go to war with them appear??
