The whole Intelligence thing again appears to be very useful :) - Global Manipulation with Germany/Japan/Soviet Union and USA would get it's "Gearing" events rather quickly :). First - needs 35 belligerance, second - 50, third - 70 (for Japan - as far as I remember). BUT: what are conditions for 4th event?
