Obviously, I can change them, and I certainly didn't mean that they should be at -200. That said the actions of the AI in the scenario are not representative of the real world in 1795. I'm not going to call this a bug, because it isn't, and there may well be gameplay reasons why US-France relations are good. But in a game that's attempting to portray the real historical situation a US French alliance in 1795 is wrong, and should be officially changed. You guys are pointing out that it doesn't affact me as I can just change the relations. Fair enough - I'm just trying to make this a better scenario for everyone.

I just played Napoleons ambition, and the US declared war on me 3 months into the game, and declared war on me 3 more times during the game.

I'd say relations are TOO low!

But seriously, the USA AI should strongly avoid getting involved in wars with European powers, should it not?

The ultimate issue isn't the relations, although those are definitely wrong. The problem, as Kevin McCarthy says is the USA getting into a French alliance in 1795. If there is a solid game play reason why this should be happening that's one thing, otherwise there is no justification for this happening.

From reading the discussion to date there are various opinions on what the "right" USA-France relations SHOULD be but in general most agree that a 1795 France-USA alliance is not historical:

Can the USA AI be recoded to shun alliances?

Can the USA AI be recoded to "leave Europe alone"?

Can you create an allince between the USA and another country (Dakota?) for 10 years that fixes the problem?

I don't know enough about the guts of the EU2 files to know.

I know, after the Siege of the Bastille in France, the American government was appauled, and the feel of devotion to French Revolution was lost...France was the ONLY possible European ally for US at this time...so I think after the year the Bastile was raided, the relations should steadily decrease and then the XYZ affair should further decrease them...However, the game is about changing history and it was VERY likely that the US would definately ally itself with France, and perhaps if it did early on the XYZ affair would not exist...That is my input on this matter.
