So, I'm not sure if this is actually a bug or I'm just not understanding something, but the US election events don't seem to offer you the choice to switch, even if you have high enough dissent. I have around 20 dissent (and I've tested using the console with dissent as high as the max of 100), but I only ever have the choice to keep Roosevelt. Is this supposed to be happening for some reason?

It's based on ai chance, there's no choice, but automatically selected. It can happen.
