I've never got it but the longest game I've played so far was 1849 (forget the month.)
I managed to delay it until June 1850, but I'm not sure how... perhaps it was because I shut down all the under-ground railroads and tried to be relatively pro-slavery.
I played until the demo ended in 1851 but the ACW didn't occur.
I shut down all underground railroads, poisoned every Afro-American poet, allowed Free-staters and border-ruffians to run wild, shut down anti-slavery societies and the knights and took every decision that lowers CON.
Some states do have CSA cores (including Washington D.C.) though and I got some Jacobin rebels starting to pop up. Even had a rather sizeable revolt of Jacobins in the North which managed to take a few provinces before I crushed them.

Friend of mine managed to get an 1845 Civil War, not really sure how he managed that. I hit 1850 before deciding to call it without an ACW.
For me the ACW event fired in july 1849 while I was at war with Mexico. I think being at peace should be one condition for the event to fire since I believe it is unlikely that the CSA would break away while fighting a common enemy which was Mexico is my game.
Best time to start a rebellion is when your overlord is occupied elsewhere
Yeah, it seems really weird that the South would succeed while fighting Mexico, especially considering how many of the generals/troopers involved in the real war were from the South. Apparently, they wanted to expand slavery westwards.
In my game the second the ACW fired Mexico started a war to take Idaho. Bloody opportunists.

Yeah, you evaded it. The event triggers only if slavery is enabled.

If you were successful in outlawing slavery, you will not get the ACW. The event chain will stop.

If only I had one more year in the demo, I would have had time to crush Mexico too. Then, after a year or two with influencing, I would have added her to my spheres, making my extended empire go from US proper to Equador, all the way. If I understand the decisions file right, I wold have got the option to buy Alaska too. Ah, the possibilities...
