I'm trying to create a big city on my capital, but somehow it's not working.
Now its population is 1.06 mil, but every month a huge wave (something about 2.5K) of immigrants just going out. I tried to create some possible means to catch people in (my capital have highest life rating in the world and some modifiers to improve immigration, but "in" numbers are little comparing with "out".
Question is, why do they leaving, and is it possible to stop them?

If your capital is in Europe/Asia/Africa, then everyone is likely migrating to the Americas, because that is what people do. Check the Migration Map for details.

Make sure you have a strong economy, that the lower/middle classes are having their needs fulfilled, and that you have Medicine and the like for high birth rates. Also, the more Reforms you pass, the more immigrant attraction you have, so try to make a democracy.

I couldn't get a system. Sometimes it was into Americas (it's modded, converted from EU4, game, so Americas are mine, and I checked), and sometimes - another scandinavian provinces.
I just couldn't get a logic behind that migration surges.

Well, it's kinda non-simple to restore all that numbers (I actually looked, but I don't know how con/mil influence migration, so didn't note them). Unemployement was, depending the point, between 0 and 10K craftsman (it was a period of growing industrialisation). RGO wasn't filled (and isn't filled even now, actually).

Pffft. Even if you make your old world country heaven on earth pops will still migrate, since reforms and governments have like 1 weight each, capital in new world is like 100 weight. Balancing done the Paradox way.
