What's the best division template for urban assault - or is there such a thing in HoI4? While we're on the subject, does anyone have tips on mountain and river crossing templates, bearing in mind that specialist divisions never seem to be where I want them.. so is there a swiss army knife type template? Perhaps not optimised for each type of terrain but has a chance in two of the three or whatever??

In such situations tanks often debuffed to the level of your standard infantry template (still better, especially because of armour). Barring use of adaptive marshals/generals (who gotta be grinded for), you might as well use your standard infantry for the job. Just understand, that even with good planning bonus which makes thing bearable, it's CAS, not ground troops, that do most damage in such situations.

Ideally, you encircle such positions first, then attack.

Taking cities are actually rather trivial. I wonder if there is perhaps room for making it a bit more difficult? It would also be nice if there was some reason to make Urban assault divions.
