Urban Dwelling (primitive world building) offers 24 housing

vs

Upgraded Luxury Housing (Paradise Dome) offers only 6 housing
City district... 5 housing
Residential Arcology district... 15 housing

Is it a case of the devs just 'back-solved' that number on the urban dwellings to make the primitive economy work?

Because primitives dont have districts, I would imagine this one Building represents several primitive City districts. But it definetly isnt the most elegant solution and the fact you can Keep the Building after conquering them makes it quite ridiculous.

While purely a mechanical solution, it could also make sense if you imagine it as some crowded hellhole, without proper future-standards of housing. (No amenities after all)
To most other empires, that kind of housing is barely more than a tileblocker.
Although, it could also be interesting to have Slums as a criminal syndicate building, adding a bunch more housing with no amenities and a bunch of crime.

Amenities are the easiest resource to get on a city, you can just use clerk buildings, city districts, entertainment buildings. I mean having 1 entertainment building and 1 primitive 24 housing building is much better than 2 Paradise domes for crying out loud. You get MORE amenities and MORE housing. Its just plain busted, there's no reason why anyone would not keep the 24 housing building, you'd have to be insane not to keep it.
