I have pre-sentient species in my empire, I placed outpost on their system. Says I can't uplift them because they are not on an owned world. Is this new? Do I need to colonize the world to uplift them?
I did this the other night version 1.4.X requires you to have colonized the planet in order to uplift a species
No, it is a change. Before 1.4. the planet with the pre-sientient species only needed to lie within your borders.It's not a change. It has always been that way for uplifting. Enlightening only requires it to be within your borders to create an observation post.

This change really sucks, Paradox. If I can't colonize the world because it's a different biome type, then what is the point of Uplift anymore? The whole purpose was to get a new species into my empire that can colonize different types of worlds for me. If I can only Uplift species in the same biome group as my original species, that doesn't grant any real benefit to researching and spending the cost/time to perform an Uplift.
You can colonize the world with an synthetic. Normally, you would then have to populate the entire would with robots but with uplifting it gives you the shortcut to colonize different biomes that you want. Unlerss you are Spiritual in which case you are screwed
Fewer primitive civilizations also make it trickier to invade a reasonably advanced one to make colonists from without waiting 100 years for stellar shock. On the upside you can now integrate enlightened species (protectorates).
The appearant design intent to slow down colonizations of different biomes is oddly at odds with the extremely adaptive trait. It really seems a bit OP for even an expensive trait to bypass all these hurdles.

You should not. Also living with Pre-Sentients is now a seperate Policy from normal Purge.Why are you uplifting these tasty snacks?
Do you still get the xenophage penalty if they are pre-sentient?

Droids also work unless something changed since last time I played with them.Just to avoid a mistunderstanding: Basic robots cannot. You need synthetics to make colony ship.
