Not often I have bothered with uplifting a species but seem to remember that as long the race was inside your borders you could uplift. Current game have pre sentient race living on a artic inside my borders. Want to expand planets can colonize so thought uplift for a change. But the uplift button is grey. Tech had just been researched. Do i need to have planet colonized before can uplift?

Yeah, it was changed. I recommend colonizing with a droid/synth if you don't have appropriate pops for the climate, or don't want a reproducing pop that will end up taking up more tiles that the uplifted species could fill.

Alternatively, depending on policies: if you colonize with a species that will have very low habitability, they might migrate away if they have the opportunity or you could resettle them yourself after you uplift the natives.

Kinda goofy change honestly. I can drop a massive invasion and occupation army onto any alien world, regardless of habitability, but I can't send a small scientific team to a similar climate world to do some genetic experiments?

Seriously. My oceanic squid aliens can invade a desert world. They can study and infiltrate a primitive civilization. They should be able to uplift without colonizing the planet. Hell, the biggest reason to uplift a pre sentient species is because I CAN'T colonize that world!

Makes no sense, and the robot thing seems like an awkward work around. If the world is in your borders and you have the right tech you should be able to push the uplift button.
