Uplift Bug - V 1.0.3 - Science ship moves every other turn.

I can't uplift the Yaanari of planet Tokugawa because of a weird bug. When I assign a science ship to work the Research Project to uplift them, it alternates between working the research project one turn, then 'Moving' but never really going anywhere the next turn. Because of this, no progress is made on the research project and it eventually times out, cancelling the uplift. I've tried the uplift 3 times now and it keeps doing the same thing.
