They could model this partially by making tanks from the stockpile a resource input on tank destroyer and other variants of that chassis. Basically, normal speed production if you don't have them, if you DO have them the production line producing stugs will take your unused variants and convert them, halving the production time (or something like that).

It would only draw from stockpiles, and only if the tank in question is no longer produced. Ideally there would be a button you could check for "convert this obsolete model" or something like that.

I made this observation in the form of a question here

Use equipment as input for the production might solve (in mod) also “the problem” of not stockpiling of resource by manufacturing fake equipment as "tungsten bar" or “barrels of petrol” to be used then, in case of shortage, as normal resources.

Just to clarify:

- Equipment cannot be refitted, in spite of what video says (it's very old)
- Old equipment can be given to allies (I suppose countries like the USSR or Italy appreciate anything that is given to them), or it can be used for training (I don't know exactly how the game mechanic is, but I suppose that it should be possible to set a division at lowest resupply priority, train it and then change the priority).

It's very likely that it will be possible to do it. You either will have to track part where system calculates production/replacement/reserve ratios and make some modifications out of them or simply read txt file of players total controlled forces and unit composition should be there too. I really doubt that if Paradox is making a moddable game, they would hide their main feature of new HoI4 under many layers of complexity.
