Upgrading units/planes

Does upgrading your infantry/tanks/planes only cost IC or also Manpower/Steel??

Because I was thinking about this and came to the conclusion that if you upgrade your tanks/planes it should also cost steel, for the actually production of the new tanks/planes. (or maybe even new artillery pieces).

So if anyone could clarify this for me.

No, IC is what you use to build stuff. That's why it uses metal. Therefore, it only costs IC to upgrade.

It uses IC, thus it automatically also uses the resources needed to operate the IC: 2 energy, 1 metal and 0.5 rares per point of IC per day. Since upgrade costs are fractures of build costs, upgrading a bomber wing can easily cost up to 1000 metal (12 IC * 100+ days * 1 metal/IC/day)...

Well this seems more realistic then it "only" the IC cost. But then again I still would like to see that if you upgrade for instance 1 tank division that you would also lose 1000/1500 extra metal for the tanks. (not steel, metal. Damn I play this game only like 3 years and still don't know the fact they call it metal instead of steel).
