Upgrading to win 10 drops performance

As in the title. The weird thing is that my computer is a new one (just bought it last month), and the game is only using up 3.x% of my CPU, but still the game lags. It didn't before I upgraded it from win 8. Any idea what's causing the problem?

Here's info to my system:
CPU: Intel(R) Core(TM) i7-4790T CPU @ 2.70GHz
RAM: 16 GB
OS: 64-bit Windows
Graphics Card: AMD Radeon (TM) R5 M320

Additional info:
Running other games don't seem to have such a problem. I can play Counter Strike: Global Offensive very smoothly. And it also seem that even running CK2 in the background makes the computer very slow. For instance it is lagging while I'm typing right now. All these problems only happened after I upgrade to win 10.

Was the upgrade in-place, or a clean re-install? We've had a number of problems (in a number of games) fixed with a clean re-install.

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/CK2/settings.txt. From your Documents/Paradox/CK2/logs/ directory, post system.log (rename to system.txt to attach). What version # and checksum do you see a/ in the launcher and b/ in the main game menu, when loaded with NO mods active?

The upgrade was in-place. I guess I can try a reinstall then. Anyway here are the files you need.

Version of the game: 2.4.4 (FUYZ)

P.S. I've just found that running only the game launcher (where you can choose DLCs and mods) in the background makes the computer lag.

As you can see in that system.log, the game is running on your Intel video, not the AMD. I don't know what facility AMD uses to regulate that, but I assume they have an equivalent to nVidia's Control Panel - Manage 3D Settings , where you can force ck2game.exe to run on the more powerful video card.
