Upgrades less binary

In the current DH, upgrade progression happen in 2 ways

1) IC gets allocated to the Upgrades slider
2) Strength regain

However, you cannot choose the way upgrades happen. For example, I don't want to bother allocating precious IC for upgrading infantry and tanks, but it DO want to allow them to upgrade organically through strength regain.

An option to allow this would be much appreciated; an inclusion in "misc.txt" would already be enough for me.

Not really what you're asking for, but for 1.05 we have implemented a new upgrade option (misc.txt as always) that allows IC free upgrade for supplied units (flat daily added upgrade % that is independent from any other upgrade modifiers).
The reason we decided to prevent upgrades from reinforcement for units that are set to "Not upgrade" is that there could be situations where one want to keep the older model (less expensive for reinforcement, lower supplies/fuel needs - for example LArm-3 to Arm-1 upgrade). I'll think about making this behavior optional.
