Playing a game as the USSR and something strange has happened with my upgrade costs and times. It is July so there have been no recent slider moves and I have not changed anything myself. I have one HQ unit that had been upgrading and was fine. The day before I got the last CAS tech I looked at the Production screen and my upgrade cost for the HQ had gone down from 15 or so to 9 or so. The next day when the CAS tech was done my costs were only half of what they should have been. I have let the game run through another day to see if it reset at midnight but it did not. I also tried a save/reload nothing has fixed it.

As you can see I am at +25% for CP and +70% for Standing/Drafted. This should make my HQ cost about 15 and each CAS cost about 5.7.

I have 1 HQ and 28 CAS to upgrade which should cost abut 161 total. All the CAS are grounded so that is not it. As you can see they are all upgrading but at about half the time as well-each one should be about 1.7% per day.

Anyone have any idea of what might have happened and/or how to fix it?

The biggest external factor that affects upgrade speed (and therefore upgrade cost) is ESE. If your TC is heavily overloaded (eg: by a massive set of unit Strategic Redeployments), then your upgrade speed will be strongly penalized... and since each unit requires a certain total number of IC-days to upgrade, doubling the upgrade time will halve the upgrade cost-per-day. The same effect can result from moving a large part of your forces into recently-captured provinces (ruined Infrastructure and Airfields = very slow upgrades = low cost-per-day), or from heavily over-loading your Airbases with too many Squadrons.

You can fix it by keeping your TC in the green, avoiding massive SR-spams, keeping upgradable units in high-Infra areas, and never basing more Squaddrons at an Airfield than its current (possibly damaged) capacity can support.

Ah thanks blue emu you nailed it. I am between campaigns and that is the only thing I had done in the session I was playing, a massive redeployment of troops. I knew TC affected it but had no idea it would effect it that much, of course since I have no one to fight on an active border at the moment I let my TC get higher than I ever have before and paid more attention to details like how much upgrading my CAS' costs than usual.
