In my last game, I was able to seemingly endlessly upgrade my fleet to the newest designs even though there was no new technology available. Is this by design to make me waste my resources, or is it bugged? I had just unlocked jump drives on the XBONE.

I believe that if there is at least one component/armament that can be refitted/upgrade then you would be provided with the option to do so. It's also highly probable that as you continued to unlock new research and adjust vessel designs that you still had older constructed vessels that didn’t conform to your latest designs.

If you make 2 ship designs then the option is always there. I've noticed this as well..

Also if you have alot of places building ships and then you change the design. The ships currently getting built arnt uograded
