Update on Australian and New Zealand pre-orders [EDIT: September 7, 2020]

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
Paradox, can you please provide some reassurance on whether us Australians who managed to pre-order the game, will be able to download the game on launch.

Paradox could we please get an update on two things, firstly will people who have already pre-ordered the game in Australia be able to download from steam and play on release? Secondly for the rest of us unfortunates could we at least get a rough time frame of when this situation is likely to be resolved i.e. is this going to be a matter of days or weeks or months? Please and Thank you @HottestRod.

The only thing I can think of is that the Steam store's country location will prevent players for downloading the game. But, changing this is prevented because back in the day people abused it to get cheaper games by using a VPN to India.
I can't see them preventing the installation because I think the issue here is the actual purchasing of the game. Using a VPN to get a key etc is on the persons end, not Paradoxes.

If the game is in your library, you should be confident that you'll be able to play at release. The best example I can think of where a game is straight unavailable due to being banned is Hotline Miami 2. Still banned, completely inaccessible on the steam store.
But if its currently illegal to sell in our country surely that makes it illegal to distribute even if previously sold legally? This is why other outlets have been refunding the pre-orders if i had to guess. This is what I mean though none of us have a definitive answer but we do deserve one that is why I tagged a paradox employee for comment.

I agree it would seem silly to say that its fine if you bought it prior to classification, but then can't buy it while it is under classification review. If that was the normal procedure then why would any censorship board allow pre-orders before it has a product to classify?

How did steam allow sale of something that's not been rated? I don't understand how all this happened.

Lots of things on Steam (indie games, visual novels etc.) aren't rated. I guess because Paradox is a fairly large publisher they need to comply with them though.
But that's what I don't get. If something can't be sold until it's rated, how was it sold before it was rated? And then they're going ahead and saying 'okay you can play it coz you bought it, regardless of it being unrated. But others can't buy it...'
None of this makes sense... Which kinda makes it funny.

If it ever does get released in Australia perhaps they will give us a Koala DLC costume we can make our main character wear.

I pre-ordered via green man gaming back in May. Still shows on my list of purchases as awaiting key, but the game page itself at GMG shows as game unavailable to buy in my region. GMG keys have sometimes come very close to game release in the past, so I'm still hopeful I get a key tonight and can install. Certainly haven't received any email from GMG to say there's a problem and they'll refund me.
I'm happy for those of you that ordered early enough but this makes me even angrier. Either the game is releasable or not, having a situation where some can play and some can't is a farce of the highest order. Now it isn't everyone in the world but not Australians can play, it is everyone in the world but not SOME Australians.

I've very sad I won't be able to get the game here in Australia on release day. All I can do now is watch others play it on Twitch

There are still plenty of reputable sites you can buy it from.
Just search on isthereanydeal and then you can get a key and activate it in your library.
As the dev post said, if its in your library it will download from steam on release with no issues.
