I think perhaps the amount of loyalty you gain from naval battles could be toned down just a tiny bit. If your ruler is disloyal, then the best way atm of increasing it is making him an admiral and going pirate hunting.
+29 loyalty for killing 1 pirate fleet is a tad excessive.
