I suggest that the decision for UPCA formation requires only that provinces, which where in fact part of this country. Therefore please remove Mosquito and Belize as they where hold by the British Empire in the whole lifetime of UPCA.
Also, while a smaller case, you may consider changing ownership of Panama in the history file, as it seceded to Columbia only in 1821 (28th of November), being rather loyal to Spain before.
