Unwanted occupation after liberation, peace conference

In multiple playthrough as the USSR, I've liberated eg. Denmark and Netherlands, only to find myself unwantedly occupying their countries after the peace conference. There is no option to 'release nation'. I have to waste manpower and equipment on garrison's there as if I don't they rebel and pull me into war with the allies.

Sounds stupid, but are you sure you can't release them, and also didn't take them in the peace conference?
You can see in the screenshot there is no release nation option as there is for eg poland. I can't take them in the peace conference because they were defeated by germany not by me. I liberated them.

. . . why? HOI4 doesn't work like that. And, just to make sure, is it only the Netherlands?
As for Denmark, it appears as though it already exists as a nation (in Iceland & Greenland).

Maybe someone else would know better.

If you occupy the capital of a co-belligerent from another faction, they should be in the peace conference (so eg. after historical WWII, Soviets can puppet occupied Poland even though it was part of the allies). If you occupied Copenhagen and Amsterdam, that would have put Denmark and the Netherlands (assuming they were in the allies) into the peace conference as if they were defeated, but it shouldn't of automatically given you any land. Sounds like it might be a bug.

As for why you can't release them though, as said above, it's likely both still exist in their colonies (Curacao, Dutch Suriname, Iceland/Greenland/Faroes, etc.). Have you checked if you can return the territory in question to them (through the return core territory interaction)?

Neither Poland, Netherlands, nor Denmark appeared on the left hand side of the peace conference as a nation I had to the option of puppetting. There is a bug report on this issue with Poland specifically, and this may a more general problem impacting all nations defeated by the axis and liberated thereafter.

Here is another screenshoot showing Netherlands after the peace conference at which the Axis was defeated. They are independent, in the allies, and there is no option to return their core territory. I (for some reason) occupy that territory and cannot release it. If I put the occupation law to no garrison, they just rebel and declare war on me.

Very definitely sounds like a bug.
Unless it's a "feature".
Still, you should probably garrison the territories to stop them from rebelling.

I can certainly confirm this, had the exact same issue as the Soviets after the WW2. In older versions occupied countries from other neutral factions just appeared in the peace conference, but now they seem to remain occupied and generate resistance. It has nothing to do with Poland, the devs probably broke some mechanics with DLC or something like that.
