I don't quite know how to feel about it. On one hand, it's ridiculous, but then again...

I don't think it is Victoria 2, there are far too many provinces to be Victoria 2.

This was brought up a while ago. Our investigations on the matter shows that this map was created by an (American?) journalist based on information from ISIS. So it only proves that the journalist in question, not ISIS, is playing our games (or he simply found it through google when looking for a template).

I thought it was Victoria because of the European borders, looked pretty much XIX century style to me. Never mind, tho, I'm kinda glad that it was some journalist after all.

It's Victoria 2's map, 1861 (A House Divided) start. Just not the in-game map, but one of numerous "Blank world maps" filled out.
