Playing as Germany, is there any way to avoid or negate unwanted alliances that the game thrusts upon me? For instance, being forced to accept Romania as an ally? I tried breaking the forced alliance with Romania by banning them from the alliance, but could not do so. I am interested in experimenting with using Romania as a neutral buffer between Germany and the USSR.

I did not realize you are being forced to accept Romania as an ally. Can you go into detail on that? Did England try to declare war on romania and if so why?

One way to avoid alliances is to declare war first, say against Italy. If you want to remove members of an alliance you need to be at peace. That really is the unpleasent thing about alliances.

That is new to me to. I know that Vichy can be forced in to the axis via event.
I also uses Romania as a buffer vs soviet.
