Unrestricted war policy should be unrestricted indeed

No I don't mean on total war. I mean when my "war philosophy" is set to "unrestricted wars" then I can claim systems and wage aggressive wars but to start liberation war I must change my war philosophy. This kinda doesn't make sense. If policy is set to unrestricted wars why I am restricted to start aggressive wars only? Sometimes I don't want to conquer I just want to pacify hostile xeno on my borders.

Also semantics here don't make any difference. If it is just renamed to aggressive wars policy that would be better description of what now unrestricted wars policy realy is. Imo "libeation wars" should be subset of "unrestricted wars", not two separate things.

Change to agressive or conqueror name is also ok.
But... it would be fun to have option of flexibility, the policy timer makes it dfficulty to switch.
As we are looking into war casus belli:
Vassalization, there should be a way to bypass power relation requirment with civic/ascension perk who is judging that? Must be FE, i knew is should kill these old chaps.

Aggressive wars would be the correct name for what unrestricted war now is. I agree that "unrestricted wars" should be renamed to "aggressive wars".

But my point is that if you have "aggressive wars" policy you should have liberation casus belli too. It is unnatural not to have it. If they only change the name they don't solve the problem. Imo by setting "aggressive wars" policy you should be allowed to conquer but not limited to.

Truly UNRESTRICTED wars would include total war.

It's not like you can't just flip it back after 10 years
Total Wars against non-Genocidal empires have other requirements to unlock: namely, having a specific civic or taking the Colossus ascension perk. They are only available to a player empire under special circumstances. Trying to equate a late-game unlock with something everyone can access from game start is disingenuous.

Unrestricted War policy doesn't mean instant access to Total War any more than Unrestricted Studies Observation policy allows for Covert Infiltration without the appropriate technology, or Technological Enlightenment with Fanatic Xenophobe ethics.
