unresponsive not launching correctly basic mayhem - pc win 7

hello bought this (this being EUIV) the other day from the steam sale installed it went to play
the launcher popped up went to click play (does not let me but its like i have clicked play?)
it sort of froze crashed (does this every time)
then proceeds to black screen then off black screen an starts to load (strange but meh)
while loading it kicks me back to desktop
my mouse is still showing the game cursor loading an pointing cannot click anything etc
and cannot click back onto the game
task manger says its unresponsive
meanwhile the game is randomly pulling me back to view its loading screen an back to desktop an so on for awhile before leaving me at the desktop
while it plays its music mockingly
iv tried leaving it see if it pulls through an well iv got 74 playing minutes on steam which is just rude
so thats that no wait...

sometimes it loads up the select language menu
only to trick me again
for when i goto click "english"
black screens me back to desktop ..mocking music ensues

so thats that ..nope
sometimes it actually loads the game straight to the main menu
started a game thought if i can get a saved game sorted it can
black screen me right back to the ... desktop

so things iv tried

starting the game without the launcher via steam
starting the game with admin
starting steam with admin then the game with and without admin
starting the game in 640, etc etc resolution
when in game changing the settings to my resolution
deleting the game from steam reinstalling
deleting the game from steam and the docs an the folder from the steam dir reinstalling
tried not touching the game an deleting just the files in the docs
plenty of check data blah blah on steam
tried pleading with it
found the graphics refresh rate in the docs in the system text an changed that from 0 to 60
iv done the dot.net updates an the directx updates an the other Microsoft basically all the updates
checked my 3dcard is upto date
updated my sound cards
sworn at my computer abit
iv done other stuff to it aswell but if promoted i,ll probably remember
tried older ones aswell through the steam beta 1.6.2 etc

First: http://www.microsoft.com/download/en/details.aspx?id=8328

Then: http://www.microsoft.com/en-us/download/details.aspx?id=35

(If that doesn't do anything then http://www.microsoft.com/en-us/download/details.aspx?id=8109 )

Then: visit the Windows Update site and allow it to apply all .NET updates/patches it wants to, for all .NET versions.

If you do, what I can see is this in your dxdiag:

D3D9 Overlay: Not Supported
DXVA-HD: Not Supported

which is clearly the problem. The 2nd and 3rd links I posted are DirectX9.0c, which does appear to be missing , or is at least not recognised by dxdiag as being linked to your video. So can you run those two please, and report back on what exactly happens when you do each?

sorry fella i wasn't trying to diminish you in anyway i appreciate any help i can receive

the first link asks if i want to repair or remove
so i removed it an then installed it
the 2nd link proclaims theirs a similar version or newer version knocking about on my system so nothings needed
the 3rd link brings up an install bar with no destination so i clicked the browse button an it immediately went to the temp folder in the local file
so i installed it to there then ran the installation from there

if the last one should be in a proper location am all up for trying that

Well, I am puzzled. Click on your start button and paste into the search box there d3dx9_41.dll . Does that appear in the list above the search box then? In fo just once, or more than once? Click on each one and note where it is - should be c:\windows\system32\ at least/. Do the same with d3dx9_43.dll .

If they are there and OK I'm not really sure what the problem could be. Can you install the CK2 demo and see if that runs up please?

well after installing the demo an launching it ....it works like a charm :blink:

so running with this stroke of luck i decided to launch eu ...well at least it starts to load properly now it crashes on "creating provenances" i think it said 200# but was over to quickly :/

Whaaaa ... ? Now it crashes at a different point, and we've done nothing new except install the CK2 demo? I do not understand what's happening here, I have to say.

Can I get your documents/paradox/eu4/settings.txt file, and from /logs/ there the system.log and setup.log files, thanks - for those last two, rename them to end in .txt and then attach them here as files please.

Does the demo version of CK2 have this folder \Steam\steamapps\common\crusader kings ii\DX\ ? If so, go there and run dxsetup.exe .

its just installed without steam getting its mitts on it searched through its folders and cannot find a dx one :/

OK, from system.log here's your problem, the game needs 2gb+ :

[systemsettings.cpp:198]: System memory: 1024MB

Almost certainly Steam or Eu4 is in a compatibility mode. I wish I knew how this happens to a few people.

Go to the Steam folder and right-click on steam.exe , properties, compatibility tab. Make sure nothing is ticked in there, except the Run as Admin box, once that is set click on the "set this for all users" button.

then go down to SteamApps, common, eu4 and do the same for that.

Does system.log still say
[systemsettings.cpp:198]: System memory: 1024MB
or has it now changed to
[systemsettings.cpp:198]: System memory: 0MB
(which is what it should say with over 4gb of memory available)?

it is showing "System memory: 0MB" since i took off the compatibility tick

it loads up the initial start where its loading things an then the screen blacks out
my graphic driver fails an resumes
sometimes goes back to loading
or as most it fails and becomes unresponsive
which 6-10 results in a complete shut down were nothing works an my computer is screaming at me EEEEEEEEEEEEEEE
or it just tells me its become unresponsive an has to shut with no error codes
an once or twice a blue screen

that's what it has been doing lately
i can change it so it doesn't start at all
by removing the skip launcher
so it loads up the launch menu
which crashes 100% of the time on that :/

OK, this is a hardware problem then. Probably your video card is dying, I'm sorry to say.

Other possibilities are that your power supply cannot run this video card at full power, or it's overheating.

Please report the temperatures of your CPU and video (GPU). If your PC's vendor has given you no way of reading temperatures, install
