It also makes sense that since, as an Archon, your power is to declare your own Edicts using the knowledge of the ones you've broken, you would have every reason to break all of Kyros' Edicts in the Tiers in the same way you would want to activate every Spire. The most annoying part is the dev team went out of their way to make it possible to activate every Spire even if you go to the Burning Library instead of one of the locations that have a Spire, such as not recruiting the Earthshakers in the Stone Sea as the rebels. Not only does your character decide to leave the Edict of Stone intact, both preventing you from gaining the ability to mimic it and preventing you from creating an Edict in the Stone Sea, but you decide to wander through that area anyways to awaken the last two Spires, one of which is right next to the person you have to destroy to end the Edict. I can understand the point that the Spire upgrades are used for crafting and similar things so it'd make sense to be able to access them regardless, but still, the only other reasons to be in the Stone Sea are to end the Edict of Stone or if you're reporting to/killing the Voices of Nerat. Lethian's Crossing at least has a huge number of merchants you can access and, as far as I know, you need to visit that area to recruit Sirin, so there's plenty of reasons to go there anyways. I'll admit that the river drying up if you issue an Edict of Fire on the Crossing is a nice touch though.
