The problem is that if you don't, I get forty fucking divisions in Kanto and it takes forever to capture Tokyo. Maybe have it so it checks how many divisions fascist Japan has then spawns a certain number of units appropriate to the army's size as an anti-cheat measure.

Can you win every civil war that way?

I think you can even que up some troops but only deploy them AFTER the civil war starts to quickly capture empty provinces. That’s just such a cheat

I've heard that you can cheese the Kaiserreich American Civil War almost the same way, if you want to play as the CSA or the Southern states. So, afaik, yes, every Civil War is cheesable like this. You have to take a small gamble which pays off in a short time.
