My son, who has only just tuned 16, is the heir to my kingdom. Before I arranged a betrothal, I made him count of a recently conquered province so as to avoid the unhanded son prestige penalty. Then I tried to marry him off to a foreign princess, but I was given a choice only of people at my court. So I made my son a Councillor, which meant that he came to my court.

But I still can marry him off only to a woman in my own court. Is this WAD?

You cannot marry you son to a foreign princess, because he has a landed title. It is common for ck2 players to not give land to children before marrying or bethroding them to whoever you want, because the AI might just marry someone random and destroy your entire long-term plan to inherit the HRE in 25 years. So, to conclude:
1. Your son is a count. You cannot make him marry someone.
2. In the future, marry him to someone first.

As above - once landed, characters are treated differently, a bit more as though they were independent or at least afforded a degree of autonomy.
The reason you can do whatever with courtiers is because they have no titles. You may still secure a marriage but you will first need to invite the unlanded foreign princess to your court. That will limit your selection somewhat.
Edit: He will also have to approve of the marriage now, so you may be fighting a "desires a better non aggression pact" modifier.
