Propagate Religion is trade policy which slowly converts provinces within trade node to merchant's religion. Currently it's only available to Muslims and one Hindu nation (Majapahit), which makes them a much better choice for one faith achievement.
This doesn't really make sense, though. Spreading religion abroad through trade wasn't exclusive to Muslims; for example, Buddhism used to spread through Silk Road during Han dynasty, and the Portuguese traders helped establishing Jesuit missions in southern Japan (which is currently represented in the game by events).
I suggest making this trade policy available to other nations. A good way would be a policy unlocked by finishing Religious and Trade ideas. It could also be unlocked by other combinations (Economic + Espionage, Religious + Maritime, Religious + Expionage, Religious + Offensive). Another option would be enabling it if nation employs a religious advisor (inquisitor or teologian) and a trader.
