If TT means province then you can see it as a modifier on the province. Easiest to find with the unrest mapmode.

Isn't "Unlawful Territory" any province in the empire which you have no core on? In which case, just use HRE map mode and see which province you've recently taken is considered "in" the HRE.

This basically. And it comes in two flavours:

- A "passive" penalty to prestige/legitimacy for holding an uncored province. You always get this until the core forms.
- An "active" penalty to HRE relations, unrest, autonomy and tax/manpower for refusing the Emperor's demand. Best avoided by being friends with the Emperor. Or fighting them, they can't demand you return a province while you're attacking them.

The active penalty also stacks, so if you conquer many provinces it will become very high, you need to let it tick down in between.

You should try conquering via vassalizing as much as possible within the HRE. That avoids the penalty (although you get a different relations modifier when annexing an HRE vassal).

I think I got it (at least in this instance) after looking closer at tooltips I found the unlawful territory was the one the Emporer told me to give back but I refused. Thank you!
