So I have 0% overextension but im having an unlawful territory -33% thing is that a glitch? Will it disappear after an amount of years? Thank you

You may have cored the province but it did not belong to you originally. So, emperor demanded it to be returned. It is a province modifier and I think it will stay for 10 years or so..
