Something that has always annoyed me and kept me from playing any HRE nation, was the "Unlawful Imperial Territory " you would get on any province you took from another HRE member unless you already had a core, which almost no one has.
if you now took a province in a war, you had a casus belli and everything and annexed or just got a territory from them, a few months later the Emperor would ask you to give them back their land or get a huge minus to the territory, you would also lose prestige and gain more infamy.

In EU4 I know you can spend point to gain a core in a province or get one of your guys to produce a claim, but is it even going to be the game at all ?
if not, then they have removed all the things I didn't like about EU3 and that means EU4 will be one of my favorite games of all time ! :D

In eu3 there was a provincial decision that let you remove other nations cores on provinces. That's how I got through it.

Cultural unity ,you need to put your national focus on the province you wish to use cultural unity on.
BTW as for op , you will be able to forge cores now . So unlawful territory should be history if you have enough adminpoints.

It wasn't initially in EU3, it was added in HTTT if I remember correctly, just to stop hre members conquering each other. I think it's okay, it added some challenge, but I don't understand imperial CBs - the Emperor could get instant cores for taking unlawful land back - once you become emperor you could blob all you wanted and conquer/vassalize whole HRE area easily.

The individual German states guarded their independence with extreme zeal. And one member running around annexing constituent states of the Holy Roman Empire would upset the balance they had forged over centuries and likely lead to a near Empire-wide intervention.

If anything it was too easy to annex HRE members without a solid claim.

Too bad EU4 has neither National Focus nor provincial decision. You will most likely be screwed for touching the HRE, but the AI will get screwed even more for taking lands that they don't want to have and cannot be given away. Human isn't the problem, the AI is.

I played the demo as venice, took Over most of northern italy, what I don't understand is how to get around the unlwaful imperial territory effect. You fabricate a claim so you can go to war, ok easy enough. I do that, have a province with a claim, start working on coring it, (cant remove from HRE without having a core) then get hit with the event months before it's cored. This wouldn't be an issue if the negative effect went away after you cored and removed it from HRE, but it seems to just be there forever, and not being able to core before you actually own the land makes it nearly inevitable.

What if your outside the empire? Even if you core the province, and remove it form the empire, the affect lasts either till you're emperor, or the empire is dismantled? Thats what Im getting from that. Which makes sense, bit annoying though.

Not true though, you're forging a claim on that territory, when you take the territory you can then make it a core. You need a core to remove a province from HRE. So if you take a HRE province with a claim, then start creating a core, you can still get hit with the unlawful territory while you're coring the province and get stuck with it.

Yeah, that was the case in EU3 at least. My guess is the demo was to short for the guy never losing it. If you got the formal request rather late in EU3, the unlawfull territory malus still needed 50 years to go away, even if the province had cored.

When playing Austria in the Demo.....Nobody wanted to give up their Unlawful Territory? Even when I was A Benevolent Emperor defending them from France and the Otto's and NOT eating my cores in Netherlands.

Expanding within the empire I think will be more difficult. For example, is fabricating a claim enough to stop the emperor's wrath or does he always side with the defender.

How about claiming thrones. Does that add agressive expansion. I hope it does because it seems like in EU3, the only way to really expand within the HRE were missions and Claim Throne bombs (oh hey you got disputed succesion, want to have kinds...bam claim yer throne!).

Also it will be harder to stay as emperor since you can't vassalize electors anymore. Very interesting indeed.
