There is wrong conception of university in my opinion. You just build university, develop province, ruin it and build other building in this spot. University should lower cost of development depend on how long its in the provience. For example every year it could lower cost by 0.5. So after 20 years we could see a bonus -10% to development cost because of built university in the provience for 20 years. Of course there should be a maximum value which can be provided by the university.
