This calculation was made based on the fact that its additive.
But i cant find how to change the effect of a single building for specific countries, only how to reduce the bonuses for every next university.

Presumably so in case you somehow end up with 21 universities, you don't end up with techs actually costing negative monarch points. Although admittedly that would be funny.
21 Universities would cancel out 10.5 years of ahead of time penalties.

I've read that if you own provinces with multiple universities in a converted CK2 -> EU4 game you get all of them. So a world conquest would end up owning enough universities to offset the fact that they need to build buildings in literally every province in Europe, maybe.

It's a suggestion of a hypothetical new scheme. Not sure if the engine can do this.
It cant do all of it.
I can reduce the effect for universities: (triggered_modifiers.txt), but i cant set a limit to 10 buildable universities, so i have to reduce the effects of the 11th and further universities to zero. Nor can i change neither the cost nor the effect of a certain building for certain countries.

Having more then one university is a huge plus for that nation and even with -1% that is still 6 MP per tech. Or to say it in different words:

if you have an additionaly 5% tech cost reduction (60 MP) that is for every military tech a half general. For every dipl tech this is about one unrightfull demands in peacedeals. For every adm tech you could core one small province or build three more buildings.

An different view oon the impact would be:
the lasts about 200 years after you can start building universities. if you get an additional 5% tech cost the would result in about 15*600*0.05 = 450 MP for each.
Even if you have to build 5 Universities that would still be 1300 MP in total.
Compared to the maximum amount one can get in a year (12*12*3=432) that doesn't seem to be much. But it would be still 1.5% more MP and that iswith only an additionaly 5% tech cost reduction compared to the maximum possible MP gain by ruler+advisors

There is a reason why Tuscany was the cradle of the renaissance)

There are nations that start with more than one university too, like Tuscany which starts with two (which is historical correct, both the University of Florence and the University of Pisa were leading institutions during the renaissance. There are many universities in the era which are completely ignored, however. The building is more like the national institution, not a particular campus.
Those additional universities should be removed, or the bonus moved to a triggered modifier that simply gives 10% reduction if you have at least one university..

In M&T we have gone with 2.5% reduction which is large enough to be meaningful.
