Is it working as designed that you cant build more than one university, but its possible to start with soma nations (in the 1700's) that have like 10 of them (France)?
The various French vassals have them as well, and they aren't cleared in the history file. So whereas starting in 1444, when you diploannex random French vassal, they will lose their university, if you start at a late startdate where France owns those lands directly, the universities are still there. Get Innovative ideas, then with an artist advisor, +1 stab and 500 ducats, you will get an event that will allow you to event spawn a university or fine arts academy. Immediately start contructing a university, then click on 'University' in the event window, and that gave my Sweden two universities.

How about a degressive effect?That might well be the case (it is, objectively) but if you want to allow more, you would have to drastically reduce the effect.

Another example in the 1444 start date is Tuscany, which controls 2 universities from start (one in Firenze, one in Pisa) because of the history files working the same way.

That's right. The earlier poster was talking about waiting for it to fire, pausing, and then starting constuction on a university before clicking "ok" on the event. Um, guys, it is additive, not multiplicative towards base cost, this means that if a university gives 5% and you have two then it only lessens the ahead of time penalty by 1 year.How about a degressive effect?
1st university gives 5%
2nd university gives 5%
3rd university gives 4%
4th university gives 3%
5th university gives 2%
any additional university gives 1%
So having 5 Universities would give 19%
Probably with a cap at 10 universities, so a total of 24% reduction in tech cost.
With italian ideas (probably only northern italy? and definitely not giving the bonuses for the papacy) giving -30% to university cost and +10% efficiency (so 20.9% and 26.4% reduction in tech cost for 5 / 10 universities)
