I've noticed a few people raise concerns in the dev diary thread about the removal of culture workers, and how bureaucrats being the primary Unity-generating job might feel a little "soulless" (except in the case of a Byzantine Bureaucracy, of course).

I think "Culture Worker" never really made a whole lot of sense, especially since that job was generated by Monuments.

What if instead, we have "Academies". This job produces a "Creatives" job, which replaces Culture Workers.

Academies represent various institutes of higher learning in a creative context, and Creatives represent artists, novelists, screenwriters, filmmakers, choreographers and so on.

I love both Bureaucrats and Culture Workers (Artist). I don't really want to lose either of them. I'd accept a civic that changed one to the other but honestly I don't really care what either one does so long as they do something.

If Unity "...represents the willingness of your empire to band together for the betterment of society and their resilience towards negative change.", then it feels odd for me that it would be primarily facilitated by Bureaucrats. Priests in a Spiritualist society, sure. But that cohesion is more about culture than about bureaucracy, surely?

When they first anounced that they will remove culture workers some time ago i also mentioned your concerns somewhere deep in the comments section, i was downvoted for that, maybe just the wrong persons read it... anyways...

Now we have some clues in what direction the rework will go, i am stil not sure why they will remove the job(-class). I interpret unity as a factor which represent my empire cohesion and the social strength of it. With the rework it would even make MORE sense to keep culture workers, you could easily split the use and purpose of them.

Sources of unity:

Rulers: The upper population which decides in what direction the empire goes.

Bureaucrats or equivalent: The lower level administration. These are the main workforce to maintain the empire. They could also grant some small amount of amenities together with unity and/or stability.

Culture workers: Not involved in politics directly, but have more impact on the society itself and grant social progress, like research. With a fix and maybe even a rework to factions, culture workers could also be a thing to stabilize my society with ethics attraction, ethic shift chances and stuff like that. To give this category some flair, think about some spcial forms like political comissars (authoritarian), military attachés (militarists), monks (spiritualists), managers (corporate), journalists (egalitarian), memorialists and more.

I would like to keep both if possible.

Someone in that thread suggested the idea of creating subtle differences with these, both would create similar levels of unity, but bureaucrats would add a slight bit of stability, while a cultural worker would add a little bit of society research.

In terms of jobs, perhaps bureaucrats would still be the main unity creator, while culture workers could replace one entertainer, or be a job swap of them with a civic.

I brought it up in the thriend, but Entertainers really should be the Unity Production job for default empires Baseline. Bureaucrats could take their place as an amenity producing job (it'll make sense to have a few 'crats on each world for amenity needs). Only thing you'll need to sort out is how to have the Byzantine Beauracracy civic encourage having an entire planet filled with them.

If it's purely a matter of what the job is called, then "Artists" would be the best choice. The only reason not to do so is because it's too close to "Artisan" (producing consumer goods). But we can definitely rename that job to something else ("Manufacturers"? "Factory Workers"?)

I do like the idea of the job changing names based on what the ethos is though. I would suggest "Research Adminstrator" for Materialist though.

In all seriousness, I agree. Bureaucrats seem an odd fit for unity production. I like the idea of unique job names for each empire type. I’m ok if they’re largely identical in function.

How about this?

  • Spiritualist => Cleric
  • Materialist => Bureaucrat
  • neither materialist or spiritualist => Culture worker

That way the normal empires build up their culture through art, but since materialists do not care about art only things that are useful they use bureaucrats and spiritualists use priests. I know materialists can care about art, but the idea is that since art does not provide any practical use they as a society do not care for it.

Just keep both, in different niches.

Bureaucrats give some Stability, while Culture Workers give some Society Research and Trade Value. Or something like that.

I think the devs are already realizing that removing representation of culture from planets is a terrible idea.

I don't share the idea that ethics should decide "how" your empire produces unity. It should influence it? Yes, no problem with that, but I don't think all empires of ethics X are united/governed in the same way. Why my empire can only have artists if it has Y ethics? What happens if my empire has two ethics than change the unity worker designation?

I think that this flavour should come from civics that specify what brings unity to your people. Have some general ways to obtain it that provide some side effects other than unity as some have commented, but then add the new alternatives and improvements of the general buildings with civics. Important the word alternative, it should not be a replacement.
