What does maneuver mean?Is it the speed with whom they can travel in a territory?

Also does those modifiers vs a single unit mean that e.g. War Elephant is 2x more effective against militias than against Heavy Infantry?Why War Elephants cost 25 gold and Heavy Infantry costs only 2 gold if War Elephants haven't stats so much better?What is the best and worst unit when siegeing a province?

maneuver is whcih units it can engange. 1 means it can only fight the unit infront of it, 2 means that it can move 1 additional space (i.e. the units to the side of the one in front).

Now for combat (i am working from memory so I may not be 100% correct) the war elephant is twice as effective against militia as base, the militia only has an effectiveness of 0.25 against elephants. So in a battle between the 2 the elephant will inflict twice as much damage as the attacking dice roll would give unmodified and take a quarter of the damage that the defender should inflict.

We felt that cavalry would better able to move out of the way of elephants, but they still take an attack penalty to model horses dislike of elephants.

Well, an advantage in the sense of being able to rout them, not in the sense of resisting their attacks.

If i'm understanding well the stats Cavalry do have an advantage over War Elephant because both have a 0,5 modifier against each other but Cavalry has maneuver 2 so can attack War Elephants on its sides and frontally while the Elephants can attack Cavalry only frontally

yes that is true, if you have a batle line with one elephant vs 3 cavalry, the 3 cavalry can fight the one elephant. The reverse is not true, 3 elephants vs one cavalry only one of the lumbering elephant can engage.
