As Germany, I noticed that my garrisons in England become out of supply after 16:00. This happens daily and only to units in England and has been going on for a couple of years, persisting even now that I'm not at war. It seems that not enough supplies are transferred from Caen to Dover. I cannot imagine why.

Do you have enough convoy transports? Are there units of your allies in England? Either your demand is too high (allied units are not considered when the convoy AI computes the demand) or your supply is too low (not enough convoy ships assigned to the route, maybe because you've run out of those).
Did you release puppets there? If so, it may be that you are now supplied by them and they just don't have enough supplies. Send them some via trade deal and look whether it helps.
What does the convoy overview say? How many convoys does the AI use to supply your troops? Have you tried to manually manage them?
No puppets. I can send supplies manually, but when they are depleted, the same thing happens. So clearly, there's something wrong with automatic handling of convoys from Caen to Dover. Not enough supplies are being shipped.
If a province needs oil, but don't have a division there currently using oil the convoys will not ship oil, even if I have a feets home port set there.
Result is a fleet with no oil
You are manually controlling the transports. Let the computer handle it.
If you want to manually control the supply transports, you need to go way beyond the minimum number of transports. The minimum number has no relationship to the number of divisions that have to be supplies. Whether you are trying to supply 2 divisions or 57 divisions, that number stays the same as it only relates to the distance that the convoy has to travel.
Either manually increase the number of supply transports to 257 for the supply route or let the compute handle it.
