Quick background:

1945, me = france. My tanks can't reach above 40 experience. I see them go above 40 in battle, but once it is done and a few days have past, they settle back at 40. My HQ unit doesn't though, and I am unsure about my infantry.

Is this normal? If it is, why? Is there anyway to stop this (as it doesn't make sense)

The only idea i have is that your replacements/reinforcements bring your exp. level down. Could this be what is happening or do they drop down to 40.00 without needing reinforcements?

HQ's do not take strength damage in land combat so they are always your most experienced units.

Try to click the button that prevents reinforcements to the tank. Then we will know if this (like I suspect) is the problem.

EDIT: IF you have DD or ARM offcourse. In regular HoI, this is not an option.

Yes I am playing Arma. But when I check to see how much strength they lose it is between 1-2. So for each strength, they lose a experience? This doesn't make sense.

I'll try out your ideas and record the results.

If a 40xp unit looses 2% of its personel and gets rookies in return. Then that unit will compose 98% of 40xp troops and 2% of 0xp units. Thus the average xp will be ~39xp. Offcourse, with high standing army slider your new manpower will start with more xp and thus the xp loss as a result of casulties is reduced.

It could be that you're losing more strength for the unit than you are gaining experience. The reason is that the reinforcements you gain mimic the raw recruits that reinforces the unit, which causes the experience to lower to simulate this effect.

I would check to see how hard the tanks are getting hit. Some units soak up damage (like CVLs) for other units.

But I stress that my tanks stay at 40. During battle they rise above 40 but a few days later they fall to 40 and not under it. When I play I will also test if the same is true with infantry.

Arma 1.2, no mods.

My point was that when you have units in the 40xp range, an unnoticable 2% losses will result in 1 xp lost when the unit gets reinforced. Thus your units will gain experience in action, it will also loose men, but it will not matter for the xp level since this is an average of the xp of the men in the unit. However, in the days after the fighting when the unit gets refilled with men its xp will slowly fall as the average experience of the men fall as rookies fill the ranks.

You have to realize that there will be an equilibrium point with new recruits. Based on your standing army slider new recruits start with anywhere from 0 to 20 experience. Say your at full drafted, so 0 experience.

When your tank division first starts gaining experiece, there is no difference between the exp. of your divisions and replacements. As the division gains exp. the difference between the existing exp level and replacements increases, meaning that the replacements begin to have a greater and greater effect on the exp. of the division. Eventually, you'll reach a point where the exp. gain due to fighting is equal to the exp. loss due to replacements for the losses from the same fighting.

Just some rough math: if your division is at 10 exp and the replacements at 0, and you take 1% damage, then the division's new exp. will be 99%*10 plus 1%*0, which is 9.9 exp, a loss of a tenth of a point. If the division is at 100 exp and replacements at 0, and you take 1% damage, then the division's new experience will be 99%*100 + 1%*0, which is 99 exp, a loss of a whole point. As division experience goes up, replacements have a greater effect.

So, based on the exp of the division and the exp of replacements, there will be an equilibrium point somewhere between those two points.

You guys are correct, I must not be used to it. I played as Germany last time and I had experienced units out the wahzoo, not playing as France, I find it hard to gain experience. I am even leaning towards standing army.

I found out that my ~45 experience tanks, for every 2 stength they gain, 1 experience point is lost.

I guess I am not crazy.
